the stronghold Lab is still bugged and locks out 1250 for the honing T3 quests (since update) Tool tip and at top of window Lab says 1250 but quest description still says 1450 and keeps u from getting the honing benefits.

Let me try to explain it better for you. There are special research tasks that you can do that increase honing chances/reduce material costs. They are unlockable by reaching a certain item level on your highest character (1415, 1460, 1490, etc.). Their purpose is to help bring up lower alts higher with less costs and faster. You need to have reached the subsequent item level on any character first before being able to unlock the special research. This then applies to all other characters at a lower item level.
The 1250 you're referencing is in regards to the base item level of the first gear you have in Tier 3.

1250 is the ilvl of the item, not ur character's ilvl
Since the 1250 T3 gear was new with update it didnt surprise me that that was changed in the Lab quest. It was the 1490 i was questioning, thinking it was wrong and they forgot to update that part of it to 1250 as well, since the other 2 locations claimed 1250 now as of update.

Having a higher roster lvl and/or specific titles help, too
...which kinda sucks.
