Is there any way to directly contact someone from AGS/Loa regarding a account related issue?

My friend's steam account got hacked and after he got it recovered a week later from Steam support, he went into LOA and received a ban for botting the game was also started while he didn't have access.
He sent multiple tickets to the AGS support witht he proofs that his steam account was compromised and that he wasn't the one accessing the account during that. Back then the AGS support with livechat where you had human interaction could follow this and understand this, but now its only offline support with bot answers which doesn't understand that he is not talking about that he hacked, the bot keeps thinking that he botted and just wants to get unbanned. Plenty tickets have been sent for this.

Most people do not do hell mode to obtain titles so they don’t get gatekept, they do it because they want to experience the challenge. The title is just a bonus and as icy said many people don’t even use the non deathless titles.

If you are asking because you want to buy a hell mode carry so you do not get gatekept that is extremely shortsighted

Dont spend gold to knowledge transfer. Gold on lower LvL stuff has been nerfed. Earn gold through other means, like selling mats or running activities like chaos gates/gold islands.

You don't need to gold to hone to 1490 now. So push your ilvl the best you can and get into higher raids like Valtan/Vykas to earn more substantial gold

I would recommend manually questing. It's not exciting and a bit boring, but if you're pressed for gold it's the better option.
