first, yes, you now upgrade past 15, you can go all the way to +20 without any drawback, your next pieces will be obtained from valtan and vykas, you get mats and then craft, what set you craft depends on your character, check the community guides to see which one.
second, that's just telling you you cant switch the hyper once you upgrade your next piece, if you just want to keep upgrading that char ignore the message

legendary from argos and abyss dungeon hard mode (hone transfer, +15 blue > +6 legendary), new mats (only leaps), higher chance to hone
+17 up to +20 legendary > relic gear from valtan and vykas (both nm and hm drop the things, but no one does nm and its half drops of hm,same odds, same cost, just a way better gear set and obligatory to hone transfer to ancient)
+20 relic > +12 ancient, same set, higher chance to hone, new mats, and you'll live with that until akkan
