They are very very rare drop from shipwreck maps that you get from opening your map keys

keys from sailing co-op → attend event gate of harmony/etc, key has names, require 1 to entry, doesn't consume → after the event finish, open chest in middle of the area → rng gain to get maps → if gain shipwreck map → go to location → find chest → hope for drops
