I wanted to unlock the new world boss for my paladin, friend said I could knowledge transfer it (I guess he just assumed) so I breezed through the rowan story on a dps alt. Went to stronghold and couldn't knowledge transfer RIP

Correct, there is no Rowen KT. Correct, you can't access the field boss with a character that hasn't completed the Rowen story, you need to finish it to unlock the battlefield where it's located for that specific character.
