If you mean Chaos Dungeons they have ilvl requirements and the rewards scale higher to be more appropriate to your ilvl. However to access the first one you do need to complete a quest at Ealyn after you initially arrive at North Vern and Vern Castle.

Nope. Twice per day. However in Tier 1 and the subsequent Tier 2 content you don't need a lot and there are other means of getting materials that will speed you through the process.
