Generally alts are not going to "pay themselves off" for a fairly long time, so if you want to have a high ilvl main then you'd just focus on that for the time being. Keeping them at min ilvl that doesn't cost gold is the cheapest way if you want to pla multiple different characters, but keeping them all at similar ilvls is a high resources investment
