in terms of cutting a stone you can use any combination of heavy armor/vital point hit/ awakening/expert if you're going for a 7/7 stone. But I know for artist some people like to cut a stone with spirit absorbtion on it in case they get a 9/7 stone. This is because in a full maxed out 5x3 +2 build, you typically have spirit absorbtion or heavy armor at level 2 and the others at level 3, and whatever the "7" is on your stone with a 9/7 stone becomes the engraving that's at level 2 not 3. It does come down to preference though and some people prefer other engravings over spirit absorbtion. I will personally be cutting spirit absorbtion/heavy armor stones or spirit absorbtion/awakening stones, but I haven't decided yet. It winds up relying on what you want to prioritize or how you want to build your artist

probably because in minigame, all that matters is the decrease difficulty and reward increase, outside of it, you will really need super armor so you can excavate without mobs interrupting you

for me, I got lucky enough that I got all of them on one tool

but if you didnt, you should aim to have a tool with the - difficulty +reward, and then get another tool with super armor

you should ask in NAE chat they will assist you better with which server is more populated, also end game content is region-wide, you will be matchmaking with everyone in NAE not just your server, you cant find anyone because most people if not all are in tier 3 mid-high (what we call it endgame)
