you have two options

Option 1
Get all to 20 and do brel 1-2 for 3 weeks at the end of which you will have 12 + 12 + 12 + 30(first clear bonus) horns

You can make two pieces of gear(armors) and transfer both at +20 to +12 which gives you 6.66 ilvl total then hone each piece once to reach 1500

Option 2
Get all to 20 and do brel 1-2 on the first week
Craft and transfer one armor piece and hone that 4 times to reach 1500

Option 1 takes more time

Option 2 is alot more costly
