You can get them either from event vendors or from daily login rewards, but the primary method is by converting gold into blue crystal to then buy the pheons with the blue crystal.

I have the steam Lost Ark and I also get the 10010 error. In Properties > Betas there's none to opt in to. I'm guessing this temp fix is for a different launcher.
I did a Verify integrity of game files and it downloaded a very small file. But it still doesn't work.
