There are legendary selection packs from events or from bidding after specific instanced content

Getting right cards is a matter of luck mostly, you can do stuff for card packs or card drops (abyssal dungeons) but whether it's worth or not is another question

There are two sets in the game that you can build by visiting wandering merchants, it's a combination of luck (so you're online when they appear with correct card) and dedication since you have to observe them
