A power pass skips levels 0 to whatever you power pass and it gives you gear corresponding to that area. A Knowledge Transfer ONLY skips the main story and nothing else of that SPECIFIC region.
Outside of the North Vern knowledge transfer, you basically play a bunch of gold to save on a couple hours of questing through that area.
