I noticed some necklaces have stats that have higher value than others with that same stat but of higher quality.. If i'm focusing on Spec, is it better to get the one that has lower quality but higher spec than the one with higher quality but lower spec?

it gets a bit mathy to be honest, but there are some cases where more spec isn't necessarily great at the cost of the other stat (usually crit)

igniter, for example, is (often) spec, but for nightmare builds where you want crit/spec neck, spec scales (iirc) quite poorly on igniter damage, while critting your doomsdays is quite important

other cases as well like DB striker/DI sh have specific spec breakpoints to allow for specific rotations, and beyond that again spec scaling may not be as important as scaling your crit for more consistent crits on your burst skills
