after you do all this shit, you can then upgrade your alt to 1370 with the stronghold research, you can make more alts if you so desire, the more the merrier and more daily/weekly gold and mats, then you want to get your main all the way to 1460, that's where you get the last SH research, now all alts to 1415, finally you gotta pick between main to 1475 for clown raid or alts 1430 one at a time for the best gold income weekly
starting at 1415 the honings are gonna cost a lot more

You can equip two level 9’s and max your class engraving using dropped Argos/oreha accessories for a 3x3 total and that should suffice for an alt
If it’s one you really like you can easily 4x3 it but I’d recommend buying relic if you’re spending anything since you can get it for cheap

i cant tell you if its hard coz people learn at different speeds, and some are more casual than others, what i find hard may be easy for you and viceversa

Just a bit confused with Brelshaza (gate1/2) gear requirements. Does every piece have to be at least 1490 above? e.g. My weapon is 1505 so one piece could sit at 1475 and I'll be 1490 overall, do you take extra damage if you leave that one piece at 1475?

Generally every raid is designed around a minimum defense requirement from gear aka all gear on item level, having 1 piece at 1475 will probably entail slightly more damage taken but its negligible in my opinion

Bussing, was a term coined from korea which is basically just being carried through content.
The main reasons people pay for busses:
Can't afford or dont want to pay to gear their characters to a level to be able to complete raids, or be invited to raids
Don't have the time/don't want to do the raids
So 1-4 over-geared players, depending on the content, will carry the other players through the content for payment
The reason it works, is usually because the cost of the bus/carry is less gold than the total gold earned from the raid. So the passengers still make gold from paying to be carried through the raid, rather than not doing it at all
As for the 2nd part of your question
Although boss rush/cube tickets drops aren't doubled from rested, the drop rate is doubled.
I think the only thing not affected by rested is the frequency of gold/red portals
