You can think of the quality improvement like a pizza, 75% chance for 1/4 slices, 50% for 2/4 slices, 25% for 3/4 slices, 1% for 4/4 slices.
If you eat one slice at 75%, you only have the remaining slices left, with the same as before chances.

The only difference by making a new pizza, is that you can again then get the 1/4 slices.

I would guess maybe 4-5%, if you left something like chest at +19. But that is a guess. I think a weapon upgrade on its own should be +9% or so based on saints chart.

If you are going to 1490 there is also the consideration that leaving something at +19 is beneficial for Brel upgrade, as +19 upgrade gives you the most ilvl for “free”

But you have to balance that with +21 weapon upgrade being very expensive

I personally think +21 weapon is fine and not too expensive for what it gives, and leaves you to upgrade armour pieces efficiently for Brel gear while saving weapon for last

for example Nia trusted is an omnium star,
beatrice lv. 3 is a giant's heart.
Calvasus and nineveh are also trusted lv giant's heart reward.
There are also many legendary cards and island souls as trusted level rewards, I'd prioritize to get first the ominum star and then the giant's heart with gifts.

best way is to park alts with bifrost on npc locations, and just slowly build up the reputation with daily songs/emotes.
I am still halfway through nine and calvasus, I got gifts but rather save them for now.
giant's hearts are important, but if you got like 10 you're fine, and getting the 10 i think which aren't locked behind npc's is pretty easy

get the exchange ones as well and do the shadowmoon one if you haven't yet, @tender compass.
Also theres a boss drop one which is pretty shit rng, I was lucky enough to get it first time while doing the leveling appereantly because I didn't kill this boss more than once, lol

Otherwise you have to do the story or use in game knowledge transfer(but KT is not available if you never did it in the first place on another character)

I think the yorn skip generally needs you to do feiton and then KT punika which completes yorn for you and gives you gems

Purple will slightly up your base stats, like HP and stuff, so its still an upgrade if you want to get them, but it's not necessary. You can go from blue gear +15 straight to legendary (gold) gear
