Don't worry too much about gear quality until you're like 1445 relic gear. If you transfer your hone after every small quality upgrade in the early levels, you'll never have any silver when you actually need it

if you have a box or a bag with a choice for each, you pick what you gonna use, depends on the tier you are on that char
