Velganos mechanics thrive off giving 1 or 2 people Holy buffs and deal like 300% more damage. If you take 4 people, you split the buff, the boss gets more HP, and so it just takes overall more time.

(this takes into account the downside of Grudge)
But, you might wanna make it with the intention of later grabbing the final pieces for 5x3 to save some effort.
Check out accessory prices. Grudge is generally a lot more expensive in accessories, so it's good to go for on your Stone.

At 1445+ I think instant cast is better. Not because of higher DPS, but because of higher mana costs. You want the higher mana costs of abilities with -Cooldown tripods so you can maintain the buffs from the relic set.
Not 100% certain tho. My Sorc is only 1430 and I'm kinda dabbling with Igniter a bit before I decide which to go for.
Casting skills could be good at 1445+, my only worry is that they don't have high enough mana drain to maintain the relic set buff.

What you do is:

1. KT to NVern.
2. Hone to i600. Tower/Event vendors should help with materials.
3. Buy i802 gear from the AH and hone it to 960.

5. KT Punika. This will clear Yorn and Rohendel as well, giving you access to gems.
