To be extra clear, the sailors above are sold from one of the two vendor ships at the cities I listed above^. Keep in mind that they rotate every 10-20 min or so, so if they aren't there wait a bit and see if they're in the next ship.

Late response, but that's very likely due to the game running at hundreds or thousands of FPS in loading screens (it's just showing a simple 2D image, so ofc it's fast).
Setting an FPS limit should remove that issue.
If you have an AMD GPU you can use something called Radeon Chill, it's a dynamic FPS limiter that scales FPS based on mouse movement and keyboard presses. A pretty sweet feature. Set the upper limit to your screen refresh-rate (-1 if adaptive sync screen to avoid tearing) and the lower to ~60% of that or so. I've got 143 as upper and 90 as lower on my 144hz screen.
If you've got Nvidia they've just got a simple FPS limiter in their driver options. Set that to refresh-rate or 1 below if adaptive sync(G-Sync) screen.

The only thing that kinda matters is whether they're weak to Holy or not and whether they use Dark damage, with Light of Salvation being a thing.

for crafted you just get that quality
for upgrade if that quality is higher than the current quality then you get that quality, otherwise nothing happens

Yorn(or possibly Feiton, unsure) for Legendary Cals and Pupuring.
Luterra for Epic Pupuring.
Punika for Tear of the Abyss, which you buy Relic Pupuring for at Island of Mist.
^That's the best setup for general use Estoque.
And grab any cheap sailors that have tempest resist to swap out for during Punika Sailing Co-op in Tempest waters, if you care about sailing events.
