Yes and no. You can skip feiton but you need to entirely skip over that ilvl bracket (960-1100). So if you jump straight to 1100, then you can skip over feiton and go right to punika.

bard u have to be right on ppl's arse to give them shield while paladin does not and paladin healing just produces a huge ring that moves with u and ppl gain hp while bard places a pool on the ground and most ppl may not notice it. So basically bard requires little bit more awareness
