I don't know how new you are, but you really shouldn't rush 1730 anyways, take it slow, It might take a bit of time but if you just do your Cube / Dailies / Pick Juice from the Waymark and get a bit of luck with Hell Key's you'll get there eventually.

I think it's ok to overhone. But they should never feel that they're entitled to the associated raid difficulty just because they hit the ilvl. Many forget that you can just do the NM version and still be fine.
Of course, if all the raccoons band together to do the raid, that'd be a different story. But they're clearly not.

i would say right now 1720 is prob the best stopping point, a4h is easy raid at about 2500ish, everything else is 1710 content normal mode for piss easy experience. then slowly work your way to full relic 17x6 with good gems, once your 3k ish +, then go for 1730
