an astrogem has 4 values, there's multiple ways to calculate/influence that final value sure... but they're not additional layers of rng.
An elixir had:
a) Each effect you had as options when starting out (picked from a massive list of both inappropriate and appropriate options)
b) Alchemy Specialists to pick options from that were chosen at random from over 200 options that were mostly filled with benign and useless effects.
c) Chaos/Order stacks that were required to obtain extra bonuses (often required for the chance to receive 4/5 or 5/5 values)
d) RNG that the effects boost by regular "transmutation" picked the 2 prefereed options out of a total of 5.
e) The 2 options that you wanted were available at the end and were not forcible sealed away from you.
Half of what you put there has a pity.
If you're min/maxing specific attributes beyond Order/Chaos/willpower than you're already lost
