Anyways, bussing will always be an issue as long as progression and whatnot is locked behind content some people can't or won't do either from lack of skills, time, etc.

Best way to help mitigate it is by making it so the normal raid never lacks the progression materials and that the major difference is gold & cosmetic if anything.

Act 4 Kaz is doing an ok job at that with Relic & Ancient can drop from normal but I do still think they should have either removed epic or increased pity timer across the board, if you go on a bad luck streak even doing Act 4 + Kaz weekly you might not get one relic in multiple months.
