its a very simple thing: if you say "bound gold on alts so it doesnt affect things" -> people make the main earn bound gold instead and use alts for the tradeable -> now that bound gold it effectively becomes non-bound gold because you move who earns it

at like 1830 swift or something around that, a fairly high amount of swift, with relic ms and luminary your base cooldowns are 51.81% of what they are with nothing at all
so with lv7 gem, HE cd is 10.2s, and with lv9, it's 9.7s
I guess two charges and the fact iden applies brand on cast do help to even things out and allow for some flexibility, but... yeah we kinda need cooldown on that thing
