not necessarily, but each core only allows a certain amount of willpower (leggy 12, relic 15 etc) and you gotta fit in your 3-4 gems into that. and the more willpower the gem requires the better the side effect options are
so early on you essentially want the least amount of willpower to activate the core, and later on you can cut new gems to minmax the side effect lines
