1. Do quick recharge runes have a cooldown each time they proc?
2. How much of an impact do Bleed/Poison runes have on DPS? I've never seen them deal enough damage to justify using them, the only reason is that most of the runes in this game suck.

There is a miniscule internal cd iirc, and bleed / poison do suck ass but its usually only recommended if theres no better alternatives

When it comes to those types of runes you can interchange them to personal preference
