Basically, instead of 60 stacks (hits, some skills are multi-hit)
Now you have to press skills 20 times instead for maximum damage or send it early for less damage, as far as I understand it
Overall, now you need to spend longer before you can surge at max damage 
Then detransform as usually, basically they just made it so you have to spend more time in transform (which you can't anyways because cutscenes) as tradeoff to allow u to send it early, this also means less self healing..
