There isn't really a German server
All the EU servers are the same. Its just that the game won't support a German voice pack and translation for text

As good as any time I suppose. There arnt any progression event active so it can be pretty hard to progress at the beginning. There is a powerpass, a story skip, to endgame available for 3 more days. I would HIGHLY recommend using it
The powerpass takes you to South Kurzan (2nd to last story continent) level 60, item level 1585
SG has mentioned theyll work on changes for progress from 1585-1620 (end of Tier 3) but for now its still a challenge

One Region who has never had anything to do with balancing or raid design starts changing the balance.
this creates and imbalance and other Regions are gonna want the same or something similar if it turns out to be good/bad.
now lets say its good and other regions adopt it: they basicly just "usurped" the endgame balance and they need to figure out how to properly manage it. Who is responsible for what going forward or is that region just gonna have a superior version.
its bad? other players want something similar but not the same so other regions start trying to implement their own challenge mode. leaving the game in unsynchronised states.
Both situations can lead to very troublesome future updates as in "which Region gets what Update and who decides how the future of the game goes".
