It's usually a DNS issue
Sometimes your providers DNS may go down or partiality down and either nothing works or some stuff works
I got frustrated a while ago before I read some post about others who had their internet taken down, and it was DNS, and easy solution was to just add Google and cloudflare as secondary DNS
Haven't experienced any issues since 
And yes, Lost Ark is affected by DNS because it connects to Amazon domains, not directly to IP addresses
