Because being "god" doesn't make them all powerful- the ark does.
Hence the line "All the greed of the world began when the ark was made" - its something that gives someone completely control to bend the universe to their will. Split it into 7 pieces so that each could focus on different aspects / balance power. When that failed, pressed the "oh shit" button and added an extra 8th one that was required to combine them.

All of Regulus's "character motivation" so far is just moves done by him to remain in power.
