I assume you're just starting the game, and those earlier areas are not exactly populated as the majority of the games playerbase is much further along and in later areas and later hub cities.

You'll eventually earn something referred to as "Trusted Status" which will give you access to one free Powerpass; which is a boost item that will give you the item level, aka equipment power, to be in those later areas. It also autocompletes all story content up to that point.

Amazon changed how trusted status is obtained, the old way is "You need steam trusted / non limited and enabling 2fa on steam guard app", it's now an in-house system not reliant on steam. All the info they have given us on how to get it is "Play the game and you get it eventually".
