Well, we don't really know how it works, the way I've always viewed it is "This is the amount of damage you should have taken but got blocked"

So If over the course of the game I take 2 million damage but only 500k of that reach my hp pool then I blocked 1,5 mil of that and that's the number in % just as a team and total dmg taken / blocked with mitigation etc.
