I watched not long ago Memorizer and he talked about Counter Skills' Cooldown being removed?

What does that mean?

Before if a boss did a counter pattern there was an internal cooldown where if the boss did another counter pattern the counter wouldn't be possible

But the internal timer is gone and if a boss does 2 counters back to back you can counter both

they dont always perform a counter, but they seem to everytime i decide to add the counter to the rotation if i was sitting on it
