If it's the I lvl - standard practice, just look at brel lobbies
Finishing the raid in most cases takes half of the people while the rest are getting a free bus (this may vary from week to week and lobby to lobby)

Well I would say yes and no. Bethesda just hasn't tried to "evolve" over time and people just started to wise up more to it.
