In Lost Ark, you do raids which give you materials, which are then used to craft & upgrade the gear. The gear itself is not RNG. But upgrading it is.

Yeah the powerpass instantly gets you to tier 3. And the powerpass itself is delievered on the first character you log into via mail. If you delete the character you logged into before right-clicking on the powerpass to attach it to your account, you are screwed.
