You hit 1620, you get free 20 item levels when Tier 4 releases. How gearing works will be revamped - positively. I don't see how this is not good for the west. Again, elixir and transcedence is a different discussion. In terms of item level and 'building your engravings', this is very good for the west.

The goal post moved, as it always does, and it isn't even a hard reset its a soft reset and current lvl 10s will be transferrable into T4 lvl 8s. The difference is minimal not to mention transferring into T4 gear is possible, and the QoL changes to things like Skill Effects are for everyone, Ark Passives is for everyone and can be swapped between that and what we currently have.

Admittedly we need more info on Ark Passives and how that works more specifically and what it gives specifically.

Equally as rewarding and that means people won't bother doing the harder content because why put forth the extra effort and headache? Just do the easily clearable stuff and then the gatekeeping transfers into that content because the ones doing the gatekeeping before are just going to maximize time in that content to get it done as fast as possible.

Less rewarding means why waste your weekly clear on that when you can get more from the normal content? Less headache, sure, but if you're getting less out of it then there is less reason to even both with it.

Another thing one could argue is having these easier difficulties as "additions" meaning they don't count towards weekly clears but provide additional clears by themselves. Again, similar issues pop up where the hardcores and veterans will utilize these for more rewards for them and the gatekeeping will infect that content as well.
