It's the dumb way the skills calculate atk power buff.
I believe it was done so that atk buffs don't stack. because if you chain them, you're placing new attack buffs based on buffed atk power.
So they just said screw it and chose weapon power instead.

Nothing carries over and most of the game goes from being a singleplayer Story rpg to a Raiding gacha.
Tier 3 -> 4 is a soft-reset that carries over most items.
