It looks like you need to do 6+ weeks to advance all gear by 10 ilvl thru this system and that is cap for normal.
If you do it on 1620ilvl for normal that means you get to 1630 without classic honing.
If you are 1620 you can get to 1630 and then progress to 1640 in the next 6+ weeks as HM unlocks an additional 10ilvl per item.
So lazy cheapest strat would be 1620 have elixirs 40 doing Thaemine NM getting Ascension max out for NM Level and grinding mats. When Echidna release you do normal to unlock all gear then advance hone to 1630 do G1-2 Thaemine HM ascend gear (try to do G3-G4 HM if possible) proceed to do Echidna HM for next 6 weeks to unlock prices for additional +10 ilvl and boom you are 1640 in about 12 weeks?
