I think the opposite actually, because they haven't gone up in max gearscore in several raids now. After you reach 1580, you do Akkan for the "final" gear upgrade, and then you work on level 3 set, elixirs, and now Transcendence. They need that buffer between 1490 and 1580 so they can still hype up their powerpasses and express events to feel more rewarding than they actually are
