Because its a process, and it isn't something that always gets predicted. For instance, take when Lost Ark had its massive boom of players after several other MMORPGs over in KR had a bit of an exodus. Huge praises, lots of eyes on the game, lots of growth in its population. Cut to a couple years after that and yeah...a lot of old systems, old ideas, old aspects of the game hadn't been aging well, progression was getting unwieldy, content getting too bloated, etc and now they have to react and resolve and that can take time.
