Horizontal stuff requires multiple people to show up, and with player numbers that usually means having to help someone who doesn't already have something. For a game that makes you prioritise your game time for "homework" it really doesn't lend itself any favors in that regard.
Horizontal pass is coming with a bunch of scaling/match-making changes to make it more palatable but so much could still need tweaking.
