Okay I have narrowed down the issue here.
Apparently they said it was how they handle Thaemines lockout with it being similar to Gate 4 of Brel.

The current issue right now for example you have a Roster of 6 Characters you do FIVE Gate 1-3 Hard Mode Brels then you do 1-3 Normal Mode Brel for your last character it makes your hard mode characters ineligible for Gate 4 for 2 weeks leaving you with only one Normal Mode Gate 4 brel.
