Raids are locked behind a certain item level, with normal and hard mode ilvl requirements. The highest item level raid that exists at the moment is 1680 Normal mode, 1700 hard Mode.

Next week's express event will either be a target to ilvl 1660 with further boxes to open up once you hit 1670/1680. Or a target to 1670/1680 with boxes to open up once you hit 1690/1700. It'll be something like that. (We don't know the exact ilvls yet for the event). So the express event will get you pretty darn far.

The important thing is not to use the powerpass or express event until Valk actually releases. You could get into the game before hand to relearn the game, do some account prep like Arkesia Tour or collectables for horizontal rewards like Runes, Enlightenment potions for ark passive etc.
