I think relic has higher numbers than legendary too
But with relic you have a high chance of getting good rolls since you have more options and the fact that it's relic

No one really does guardian raids under 1580 ilvl. Tbh, I don’t even bother with any under 1640 ilvl.
Guardian raids are pretty much the only source of unbound leaps. They don’t really give many materials compared to chaos dungeons and stuff.
So most people don’t bother doing lower ones.
And most people have their main 6 at over 1600 ilvl.
