Ark passive starts in tier 4 which is 1640+ item level. Though, you’ll won’t want to activate it until you reach a certain point. Best to ask in your class channel to figure out when is the best time to start using it.

There should be a bunch of different things showing on the different options though with arrows showing comparison of what gets upgraded or downgraded, if it shows a lot downgrades on the 'transfer character' option, yeah I guess you have to replace the whole roster
