It's not skipping basement or 2nd stagger. You 2nd stagger than time balthor so people have it before you get into basement. Once cutscene ends you're put immediately into special balthor state upon arrival so you don't have to worry about random people being pushed/thrown out of balthor

In group mode you get a debuff that is cleansable after taking orbs, so you wanna have friends help collect or use splendid panacea (in group mode you collect them in alternating colors, it doesn't matter where you start but you can't take 2 of the same colors in succession)
If you're wiped maybe you're too slow to finish the stagger check
Staggering should be easy if all orbs are collected

Just learn patterns and dodge, get a proper DPS build, true supporter card, dark bombs and destruction and just hit the cow
