There used to be this bar for easing animation properties, now I can't find it.
It's still there for me. the Handle properties sound like the track you're using is a Bezier Curve Track, which would also explain why the keys are blue in the Timeline.
those handles pretty much replace the functionality of easing, giving you much more control over it.
