Probably a line renderer + shader, the shader would probably be something like:
where you'd get 0-0.25 and 0.75-1.0 and then apply texture to those re-uv'd strips and animate with some noise and time

The truth is I'm pretty new to this, if someone could do the effect and send me a video I would appreciate it. About $10 isn't much, I know, but I don't have anything else and I'm really tired. I've been looking for help for about 4 to 5 months.
