An evolved way of doing this could be using USD to judge values (e.g. we all know how much things should cost in USD) and then allowing people to purchase their HiddenBalance USD with real USD.
People can also redeem their HiddenBalance, but it makes more economical sense for them to keep it in HD.
You can spend your HiddenBalance on commissioning / paying others.

Would actually help reduce scams since HD could control / refund the flow of everything.
