No offence, but short form content isn't a form of true content, at least according to me, maximum times what happens is someone's video pops up in one's feed and then he/she watches it and scrolls away, and the next time you watch a short from the same channel is when your feed, shows that channel again. In very rare cases users actually go on the channel and check out their other shorts, which is also a reason, generally good shorts youtubers have low longform views. Also making a high quality short and a high quality full length 15 minute video is way different. What shall be accepted as shorts is parts of long form videos.
