FireAlpaca is free

Great art app, very flexible and supports pressure control

lots of plugins and ressources too

very simple and intuitive, I made a lot of art on it and it was great

Photoshop is better for painting

and for 2D animation, you can use Toon Boom Armony and/or Spine by Esoteric
